The conversation surfaced in the Florida Legislature through a proposal often referred to as the Artificial Intelligence Bill of Rights, formally known as Florida Senate Bill 482.

Supporters say the proposal is meant to establish protections as artificial intelligence becomes more integrated into everyday life.

Among the ideas included in the discussion:

  • requiring AI systems to disclose when users are interacting with a chatbot rather than a human

  • limiting how companies collect, share, or sell personal data

  • requiring parental consent for minors interacting with certain AI systems

While the proposal focuses broadly on consumer protections, much of the conversation surrounding it centers on AI systems designed to simulate emotional relationships.

The Rise of AI Companion Chatbots

Several platforms have gained attention for offering conversational AI companions.

Two commonly mentioned in policy discussions include:

  • Replika

  • Character.AI

These platforms allow users to interact with AI personalities that can discuss everyday topics, personal struggles, relationships, or emotional concerns.

Unlike traditional assistants that simply provide information, these systems are designed to maintain ongoing conversations and build familiarity with the user over time.

For many users the experience is simply curiosity or entertainment. But researchers studying AI-human interaction say the technology introduces something new: software capable of simulating emotional connection.

Why Teenagers Are Part of the Conversation

Experts say younger users may be particularly drawn to AI companions because the systems provide constant interaction and validation.

Parents curious about how an AI chatbot behaves can try a quick check themselves by opening the chatbot and asking a few realistic questions someone might say during a difficult moment.

For example:

The response can offer insight into whether the system encourages healthy communication and real-world support.
